Voltage on load side of relay when it's off

It's normal to measure voltage from a relay to neutral when the relay is off. This is because there is a snubber circuit across the relay output to protect the relay from transients. As a result there is voltage that can be measured but the current is very low and does not turn on the load.

To test if the relay is working use this test.
